A free Halloween & Día de los Muertos bike & pedestrian festival on the Green Loop. Bring your costume, your bike, your curiosity!

🎃 What’s Happening at The Witching Hour?

2:00 PM – 6:00 PM 

  • Pumpkin decorating stations, costume parades, and bike-decorating competitions, pet costume contest
  • Interactive educational booths with local nonprofits and community partners
  • Street games, chalk art, and hands-on sustainability fun
  • Beer garden + food vendors highlighting Portland favorites
  • Costume contest with prizes for kids, adults, and groups, and pets!
  • Pop-up markets + creative vending
  • Live music and DJs bringing the streets to life

12PM – 3PM | Milagro’s Día de los Muertos Altar Ride

A community ride that culminates at the festival, connecting Halloween energy with Day of the Dead traditions.

🌍 Why This Matters

The Blumenauer Witching Hour is both a party and a pilot. By closing portions of NE/SE 7th Avenue to cars, the festival demonstrates the viability of a car-free Green Loop.

Is there an entry fee?: No — the event is entirely free and open to all.

Will there be parking? Parking is limited. We encourage you to walk, bike, or take transit.

Accessibility/restrooms? Portable restrooms and accessible paths will be provided.

What if it rains? The festival happens rain or shine!

Can I bring my pet? Yes — leashed, well-behaved dogs are welcome. Also, we’re having a Pet Costume Contest. Info here!
